    If we say nothing it is assumed we agree with this Bill.

    It is now at level 3.
    It passed the first two stages because no one has opposed it.

    True, but that can apply to many other occupations.
    I don’t watch lawyers shows (except the earlier series of “Rumpole”), but if they were realistic they’d be something like:
    “In this week Tim gets a bollocking from his practice group head about his unbilled work in progress! Stay tuned!”
