Steve, I’d urge caution re any government figures coming out of India without independent confirmation, which is almost impossible to obtain.
They have their own political agendas in play which are opaque to most casual Western observers.
And that observation is completely aside from the questions you raise concerning the efficacy of ivermectin or the moral state of our political class.

there isn’t strong evidence either one works. Some small studies for both, in both directions.
We do however know Ivermectin is safe (it’s been prescribed to humans for decades), and we also know (and knew at the time) that lockdowns are harmful.
The safe treatment is banned, and the harmful one is mandatory.

Apparently the Medical/ regulatory PTB see promotion of awareness and discussing the causal stressors of society’s mental health as a redundant area of psychologists’ responsibilities. Perhaps the rationale is “give everybody a gene therapy intervention and in not long there wont be any kind of health problem to manage”.
