Northern Territory Police have told Constable Zachary Rolfe they intend to sack him from the police force.
Sources have confirmed Constable Rolfe’s lawyers were sent a letter on Thursday saying they intended to terminate his position.
He has been given two weeks to respond.
It’s understood the decision relates to an open letter attributed to Constable Rolfe that was published on Facebook and in other news outlets in February.
Constable Rolfe shot dead Warlpiri man Kumanjayi Walker during a botched arrest attempt at Yuendumu on November 9, 2019.
He was charged with Walker’s murder four days later but found not guilty by a jury in early 2022.
In the open letter Constable Rolfe complained about his treatment by police and the Northern Territory judicial system.
He said the NT Police Force had wasted millions of dollars on disciplining him rather than giving him a medal.
“Despite this, the coronial focus is still on me rather than on areas that could improve the circumstances of the NT,” he wrote.
He also sought to explain a series of texts in which he used derogatory terms towards Indigenous people, calling it “playground” language.
“I have used rude and racist terms regarding nearly every race, most often my own,” he said.
Const Rolfe referred to Mr Walker in the letter and made statements about his past.
“Walker was a young man with a violent past who abused many in his community, including young girls and boys,” he wrote.
Constable Rolfe was sent the letter just a day before the Northern Territory Government asked Police Commissioner Jamie Chalker to resign, saying they had lost confidence in him.

SUMMARY
National defense should not be a partisan issue. All Americans share the common interest in a strong U.S. military and should be united in reducing obstacles that thwart the highest levels of readiness. The panel expresses its appreciation for the men and women serving in the Armed Forces and for their sacrifices. It is in their names and interest that the panel fervently hopes that the changes recommended in this report will be implemented as soon as possible.
I. Introduction
The National Independent Panel on Military Service and Readiness was commissioned and announced by the president of The Heritage Foundation on October 13, 2022.1
The panel conducted research, held meetings, and wrote this report during the period of November 16, 2022, to February 20, 2023.
The panel consists of the following eight members, listed below in alphabetical order, except for the chairman. They were selected based on their demonstrated devotion to and concern for national defense, their experience with the U.S. military, and their expertise regarding the U.S. Armed Forces’ capabilities. Their biographies can be found in Appendix A.

Purpose
The panel’s mission was (1) to identify personnel policies and practices within the Department of Defense (DOD) that, by reason of their political orientation or other potential for divisiveness, reduce military readiness, impede military recruiting, and undermine retention; and (2) to recommend actions necessary to ensure that the Armed Forces are prepared to protect the nation for the foreseeable future. The primary audience for the panel’s final report are the policymakers in Congress, Administration officials, and the American public.
Methodology
II. Background
The United States is at a historical inflection point. Multiple actors pose threats to U.S. security, at least two of which are major nuclear powers—the People’s Republic of China and the Russian Federation—that are also increasingly collaborating. Senior military leaders such as the recently retired commander of U.S. Strategic Command, Admiral Charles Richard, have warned that the potential for major war with a peer nation-state is looming, noting, “This Ukraine crisis…is just the warmup,” and “it isn’t going to be very long before we’re going to get tested in ways that we haven’t been tested” for “a long time.”
Those who volunteer to serve in the U.S. military should be highly trained with rigorous standards and equipped with the best weapons and protection U.S. designers and engineers can provide. U.S. policymakers have the duty to ensure that the military is ready and able to protect the American people against adversarial forces and also that the patriotic men and women who volunteer to defend this country are optimally prepared to do so and have the greatest chance to come home safely.
While equipment and capabilities are of enormous importance, they only go so far: The human elements of training, discipline, cohesion, confidence, and morale are critical to fighting and winning in war. The panel concluded that those elements are under severe duress due to a prioritization of a political agenda that distracts from the warfighting mission and diminishes trust in military leadership.
Due to the demands of warfare, the military must organize and operate in a manner distinctly different from civilian organizations. Because war involves killing and the prospect of death, military organizations emphasize discipline and adherence to values such as honor, courage, and self-sacrifice.
In the United States, the warrior ethos and the professional military ethic set expectations for American servicemen and women that go beyond those codified in the Uniform Code of Military Justice. Not only are those who are trained to fight empowered to defend the nation, but they are also placed under unique legal strictures apart from American civilians. For example, the U.S. Supreme Court has long recognized the special status of military members, ruling that the protections all Americans enjoy under the Bill of Rights can be circumscribed in the case of military necessity. In Parker v. Levy, for example, the Court found that military necessity outweighed free political expression under certain circumstances that often arise in the military context.
So critical is the need to ensure that servicemembers are unified in a sense of mission and national purpose that, to the extent possible, they should be protected from the impact of political factions in civilian American society. Many Americans across the political spectrum understand this special status and that servicemembers should not be used to further domestic political objectives.
Politicization of the U.S. military risks dividing groups into factions while detracting time, resources, and focus on the priority mission: to prepare and train the force to fight and win in combat.
However, data collected by the panel indicates a growing politicization of the military, where politicization is defined as the imposition of policies, programs, and messaging designed for political, not military, reasons. Politicization can lead to a decline in both American public trust in the military—which, in turn, negatively impacts recruiting efforts—and the military’s readiness to fight and win wars.
The panel adopted a narrow focus on readiness, defining it as the ability to accomplish the mission: to deter and fight wars. A military that is distracted from combat readiness and fails to train and prepare adequately for combat because of requirements associated with progressive social justice programs or others outside the military’s set of missions will be under-prepared to fight in conflict. An unpreparedness to fight puts at risk the lives of servicemembers and the national security of the United States.
As threats to national security increase, the U.S. military should be ready for contingencies against increasingly advanced adversaries in multiple places around the world. Based on objective criteria such as numbers of ships, planes, and brigade combat teams, the most recent edition of The Heritage Foundation’s Index of U.S. Military Strength already rates the military’s preparedness to protect the nation’s vital interests—to include U.S. capabilities, capacity, and readiness—as “weak.” Additional impediments to military readiness—such as those imposed by politicization—only further diminish those capabilities and increase the threat to U.S. security.
III. The Problem
The panel was commissioned based on a widely shared concern that the Biden Administration’s imposition of progressive social and environmental agendas is distracting the military from its primary mission and undermining readiness. Specifically, evidence indicates that appointed Pentagon political leaders are dragging divisive progressive social justice ideologies into an institution that, for 248 years, has sought to remain apolitical and neutral.
Fundamentally at risk is the warrior ethos within the U.S. Armed Forces. There is no single definition of the American warrior ethos, but at its core it “binds warriors to one another and to the citizens in whose name they fight and serve. It is grounded in values such as courage, honor, and self- sacrifice. The ethos reminds warriors of what society expects of them and what they expect of themselves.”
A strong warrior ethos is essential for the military’s purpose—to deter conflict and fight and win should deterrence fail. If ensuring the ability to fight and win is not the focus of the DOD, confused priorities threaten to dilute the warrior ethos and create uncertainty about the military’s purpose and, as a result, threaten the military’s ability to defend Americans.
The panel aimed to identify those social or environmental policies imposed on the U.S. military not to improve military readiness or lethality but instead to advance progressive ideological goals, which are, in turn, leading to reduced readiness.

Some of the nosiest and biggest-polluting vehicles on our roads are about to go quiet and green.
From next month, trucks will join the electric motoring revolution, in a move promising long-term business savings and faster delivery times.
While there are obstacles to navigate, Volvo will in May present its new prime mover at the Brisbane Truck Show. (no doubt an ululating Palacechook will be in attendance)
The company will then test the electric semi-trailers, which it will initially import from Europe, on local roads before production commences in Queensland in 2025.
The heavy-duty truck has 666 horsepower (490kW) and is capable of pulling 42.5 tonnes of combined mass for more than 300 kilometres. (guessing on flat roads, not along the Hume or Pacific)
While Volvo has not published a price, it is expected to cost significantly more than equivalent diesel-powered trucks, which are worth upwards of $300,000.
Volvo Group Australia’s e-mobility solutions manager Tim Camilleri said the Volvo FH Electric will be the first heavy-duty prime mover introduced by a major manufacturer.
“We start sales this year,” Mr Camilleri said.
“It’s not for interstate work, more metro delivery with single trailer operations for Woolworths, Coles, that sort of thing. It can do inter regional transport as well, such as Sydney to Wollongong or Melbourne to Geelong.” (ah so splash 300k on lower paying routes)
The move comes as California announced it would require half of all heavy vehicles sold in the state to be electric by 2035.
Smaller companies such as Janus Electric have converted second-hand prime-movers to run on electric power.
Several Australian firms are working on electric trucks. Melbourne’s SEA Electric converts medium-sized Hino machines to work with battery power, and recently signed an agreement with Mack to supply electric truck kits to North America. Queensland-based start-up Revora will unveil an electric refrigeration truck in May.
Businesses such as Australia Post, Linfox, Ikea and Victoria Bitter have already put small electric trucks to work.
Electric Vehicle Council (EVC) CEO Behyad Jafari said the electric transition of commercial vehicles will be faster than conventional cars.
“The big factor is economic,” he said.
“Electric trucks cost more to buy, but you actually save money over time due to lower fuel and maintenance costs.” (except when they catch fire)
Data published by the EVC shows an electric truck can cost as little as $14 to charge for 300 kilometres of driving, roughly 10 per cent of what it might cost to run a diesel truck.
Electric trucks promise such dramatic improvements to air quality and noise pollution that the transport industry is lobbying for them to be exempt from heavy vehicle curfews.
“There are curfews for truck delivers at the moment, but those are based on smelly, noisy, diesel trucks,” Jafari said.
“The benefits to the customer and broader society are quite high.”
Electric Vehicles – including trucks – are so quiet that Vision Australia has pushed for a requirement for them to emit warning sounds at low speed.
The Australian Trucking Association has also lobbied for changes to rules preventing some American and European trucks from operating in Australia.
Local laws limit the maximum width of trucks to 2.5 metres – 10 centimetres less than the maximum size in Europe and the US. Those laws, along with axle weight restrictions, currently prevent the eye-catching Tesla Semi from making an Australian debut.
Tesla says its prime mover has a fully loaded range of more than 800 kilometres, and that it can add more than 500 kilometres of range in 30 minutes.

It should be obvious to all but the most obtuse ideologues that the loss of export income will be truly catastrophic, as will job losses in regional areas of Western Australia, the Northern Territory, Queensland, NSW and South Australia.
“Shanghai Dan”, Victoria’s Premier Daniel Andrews, may believe his state doesn’t need natural gas to provide essential energy but already he is pleading for more gas from states which haven’t followed his lunatic lead and banned gas production.
While the Greens plead an environmental case for their bans on both fossil fuels and nuclear energy which their European counterparts have already abandoned, sending Australian manufacturing offshore to countries with virtually no environmental safeguards will guarantee that any imports we can still afford will be made using far more environmentally dirty fuels emitting greater emissions than they would have had they been able to maintain production in Australia.
It’s another case of the Greens defeating their own purpose as they strive to grandstand before their inner-urban acolytes.
They and their Labor partners are the greatest environmental vandals in the nation.

That EV Volvo using 666hp to move 42.5 combined mass, that’s called Gross Carriage Mass GCM, will be using the same hp that diesels use to shift 68 tonne GCM.
Once again, like Tesla, the EV is a far heavier truck because of the battery and can carry substantially less payload. Seems logistical efficiency has taken a walk down the mushroom path with the greens.

If they did it would be obvious how limited these things are. They rarely mention charging times or the supply current needed to charge such large batteries. I did rough calculations once on how many kgs of weight an ev semi could carry Melb to Sydney without recharging on the way, I think it was around 5 to 7 tonnes, a standard diesel semi can carry around 20 tonnes+ depending on how it’s rated. There’s no money in it, even if they could recharge for $14/3ookm. We haven’t started talking about B Doubles or evermore common road train configurations that are running Melb to Sydney.

There is little daylight between the Wahhabist extremism of the shooter and the blasphemous maundering of Joe Biden, a “devout Catholic” who presumes to speak for the Almighty when he says that so-called transgenders are “made in the image of God.”
Biden has used the power of the state to force this twisted vision on the country, pushing “gender-affirming care” on minors and banning “conversion therapy” that would cure them of their gender dysphoria.

Ditching the American currency in trade will diminish Washington’s ability to impose its will
China and Brazil have secured a deal to conduct bilateral trade in their own respective currencies, eliminating the US dollar as an intermediary.
The agreement between the two BRICS countries, which have $150 billion in annual trade, would probably have been signed in Beijing this week had Brazilian President Luiz Inacio Lula da Silva’s scheduled visit not been postponed due to illness. At around the same time, China also conducted its first-ever trade of liquified natural gas settled entirely in yuan with France’s TotalEnergies.
The decision by Brazil and China to pursue non-dollar trade is a huge geopolitical moment, and a sign that countries are seeking to move away from using the US currency, in direct response to Washington’s abuse of the global reserve currency for its own hegemonic aims.
Although the greenback will of course remain a prominent force in global trade and economics, the Americans’ ability to use it as a tool with which to bully and quash other countries is diminishing.
The hegemony of the dollar
Since the end of World War II, the United States dollar has been the global reserve currency and a standard for international trade following the establishment of the Bretton Woods system of monetary management by the US and its allies in 1944. Global commodities are priced according to the US dollar, while Washington has positioned itself as the nexus of the global financial system, where most capital is concentrated. As such, banks borrow and lend in terms of dollars, thus making the greenback the lifeblood of the interwoven global economy.
Having consolidated such great power over the global financial system, the US has subsequently been able to utilize the dollar as an overt geopolitical weapon in order to enforce its will on other countries, both directly and indirectly.
This has been done through actions or threats of cutting off targeted individuals, entities and even countries at will. These measures are genuinely effective, because being blacklisted from the US dollar can see a serious business lose everything, and not just the American market. This can have such significant influence that third-party entities, including those not even based in the US, may choose to avoid dealing with sanctioned entities due to the risks it brings.
To be fair, such measures can serve worthy purposes. For example, US sanctions can cut off funding for terrorist groups and tackle organized crime, and therefore have a genuine security benefit. However, US sanctions in recent years have increasingly become a means of unilaterally attempting to impose America’s will on third-party countries, and with the intention to serve geopolitical ends. Washington has become obsessed with sanctions and has distributed thousands of them, often with the goal of comprehensively isolating and impoverishing smaller countries, such as Syria, North Korea and Iran. Although the US will always claim it doesn’t sanction food or humanitarian aid deliveries to these countries, the sanctions are often so broad and extensive that all legitimate means of doing business with the target country are closed off.
Currency multipolarity
It is no surprise, given Washington’s industrial-scale abuse of sanctions as a political weapon, that there is growing pushback from other countries that increasingly see the dollar as arbitrary and unreliable.
As a result, political momentum for alternative payment systems is growing, which is seen as a sign of defending national sovereignty in an uncertain world increasingly defined by geopolitical competition.
For China, a mammoth trading nation that is being subjected to increasing hostility by the US, this is a growing priority as it faces a potential scenario of a war over control of the US-backed island of Taiwan.
If such a war broke out, the US would likely respond in a similar manner to how it did with Russia, and attempt to blacklist thousands of Chinese firms from the US dollar in an attempt to cripple the country’s economy. Therefore, developing dollar-less currency and financial systems outside US control is a priority, especially with like-minded countries that have a vested interest in multipolarity (which is pretty much anyone outside of the collective West). As such, these are not just countries designated as “adversaries” by Washington.
As President of Indonesia Joko Widodo told the media: “Be very careful. We must remember the sanctions imposed by the US on Russia.”
He urged the development of domestic payment methods, noting “offshore settlements and dependence on foreign payment networks such as US Visa or Mastercard will no longer be necessary.”
In conclusion, the growing traction for alternative currency and payment systems is a political reaction to the increasing politicization and weaponization of the US dollar as a means to control other countries.
Additionally, the US Federal Reserve, through decisions such as interest rate hikes, may also make economic choices which benefit America at the expense of the rest of the world. As a result, many nations increasingly see the US dollar as an obstacle to their own economic sovereignty and development, and this is why nations such as those in BRICS are acting now to de-dollarize their economies. Of course, the gravity of the dollar will always be strong, but the days of it being used to abuse and impoverish others are fading as multipolarity arrives.

Why does Russia deny their army casualties in Ukraine, and how long will they be successful in hiding it?
Russia is the equivalent of a middle-aged bloke who used to be hard but has now let himself go, becoming fat and letting his gym membership expire. Nevertheless, he still likes to bully those smaller than him, until one day he gets his arse kicked by a smaller guy and when people start talking about it, he denies it ever happened, preferring to lie — because he knows, when people stop fearing him, no one will respect him.
Russia can’t admit to suffering horrific casualty rates within such a short window, its prestige would be in tatters and smaller countries would stop fearing Russia. Worse yet, when the Russian people learn that tens of thousands of their brave young men died in a needless war of aggression, against a cultural people they consider cousins, who knows what would happen to the Russian establishment — Tsar Nicholas II comes to mind.
Recently, I learned of a shocking event on the Donetsk frontline, I spent the last week or so trying to put the pieces together, it wasn’t easy, there is misdirection and falsehoods spread by both sides that blurs the truth.
During the first week of July, the 2nd battalion of the 1st army corps of the DPR people’s militia, serving under the Russian Southern Army Group, was moved from its position near the southern city of Berdyansk. This Militia Battalion had been stationed to occupy the city and quell resistance, during this time the poorly trained militia had received no wages and not enough supplies, food shortages plagued this battalion at the rear.
It appears the order arrived for the 2nd battalion to proceed to the Donetsk frontline near a heavily contested town, so with inadequate supplies and low morale, this battalion moved to the front and stayed there for a while, it’s not clear how many days they held their position, but during this time they didn’t receive enough food and eventually were forced to start withdrawing from the front.
The Ukrainian Security Services intercepted communications from members of the DPR militia, discussing what had happened next.
After a long idle wait on the front, without enough supplies and under sporadic Ukrainian Artillery attacks, the 2nd battalion started to move back to their original position near Berdyansk. Only while withdrawing, the battalion stumbled into a Russian unit that was guarding the area, code-named “Ural”, this unit appears to have been patrolling behind the front lines for deserters and immediately opened fire on the 2nd battalion, mercilessly unleashing hell on the poorly organised retreating militia.
It’s unclear if this “Ural” unit intentionally set out to punish the retreating militia unit, or simply mistook the 2nd battalion for Ukrainian forces.
Within no time, Russian Artillery barrages were called in on the 2nd Battalions precarious position and just like that the DPR militia was stuck, pinned by their Russian allies in a pocket of death, — the entire DPR 2nd battalion was wiped out by friendly fire.

Has Ukraine oppressed Russians?
Small note before my full answer – I am an Australian who has lived for 12 years in Russia and 4 years in Poland. I’m fluent in Russian, and I’ve heard both sides of the story and understand them well.
The conclusion I have made on this topic is – no, the ethnic Russians and Russian speakers have not been oppressed. I am basing my conclusion on the experience I had transporting refugees from Ukraine to Poland. Most of the refugees were escaping Donetsk Oblast and Mariupol. The majority of these refugees identified as ethnic Russian, and 100% of them spoke Russian as a first language.
During the long bus rides from Ukraine to Warsaw, I spoke to dozens of these people. The overwhelming response from them regarding this was – utter bewilderment. Firstly, they claim that they didn’t need “saving” or “rescuing” as they never felt oppressed in any way. Secondly, they couldn’t understand the fact that – if they’re the ones that needed saving – why it is their cities and regions which are being completely destroyed.
They all felt a strong affinity with Russia before the war. Now they identify more as Ukrainian. A few of them even mentioned that they plan to never speak their native language again, and will instead change to speaking Ukrainian.
DECIDED TO ADD A BIT TO MY ANSWER:
Regarding Eastern Ukrainians who willingly fled to Russia as refugees, I have a couple of observations on that:
I obviously had no contact with such people since the beginning of the invasion, so I can’t comment on their thoughts and motivations. Though I’m sure many such people do exist
I left Russia in mid-2018. Russia’s position on the conflict in Ukraine is that the war has been going on since 2014 when the Donbas conflict started. So I lived in Russia for a good part of 4 years while all that was going on. I never met one refugee in that time. I never saw or heard of a single fundraiser for helping Donbas refugees. I never heard of anyone organising help for victims of that “war”. Either nobody cared, very few refugees arrived, or the significance of the “war” was grossly overstated
Having moved to Poland in 2018, I was surprised to meet dozens of Ukrainians from both Donetsk and Luhansk who’d arrived in Poland since the start of the conflict (2014) as refugees. At first I couldn’t understand why they came to Poland because I thought they all wanted to be part of Russia. Until they explained it to me
Since the beginning of the invasion at least 3 million Ukrainians refugees have entered Poland alone. I’m not aware of statistics for Ukrainians entering Russia. But 3 million is an extremely telling statistic.
